Budget and Finance Unit
The Budget and Finance unit provides strategic leadership and financial stewardship that support Oregon State University’s mission, academic excellence, and long term institutional strength. Guided by the Associate Vice President and Deputy Chief Financial Officer, our unit oversees the university’s core financial operations and ensures responsible, transparent, and forward looking management of OSU’s resources. Our work enables the university to invest thoughtfully in students, research, infrastructure, and the statewide service mission that defines OSU.

What We Do
Our portfolio includes leadership and oversight of several key financial functions:
Budget and Resource Planning
Provides strategic leadership in shaping the financial framework that drives OSU’s long term institutional success. Through sophisticated forecasting, scenario modeling, and financial analyses, the team equips university leadership with the insights needed to navigate changing economic conditions, evaluate strategic opportunities, and steward resources responsibly.
Controller
Serves as a strategic steward of the university’s financial integrity, ensuring OSU’s long term fiscal resilience through rigorous accounting practices, transparent financial reporting, and robust internal controls. Beyond managing core functions such as general accounting, student billing, and accounts receivable, the unit provides actionable financial insights that strengthen decision making across the institution.
Procurement, Payment and Travel
Serves as a strategic partner in advancing OSU’s mission by ensuring that purchasing and contracting decisions deliver long term value, mitigate risk, and support institutional priorities. The department leads the development of sourcing strategies that promote fiscal stewardship, supplier diversity, and sustainable procurement practices.
Treasury and Capital Finance
Managing OSU’s internal bank, debt portfolio, liquidity, and cash flow, Treasury supports long term investment strategies and ensures sustainable financing for major capital projects, infrastructure, and campus renewal.
Financial Strategic Services
This team delivers direct financial business support to academic and administrative units, promoting data-informed decision-making and consistency in financial practices across the university.
Fiscal Policy Program
Develops and maintains university fiscal policies that ensure compliance, accountability, and alignment with state laws, federal regulations, and professional standards.
